California Victim Compensation and Government Claims Board Appoints Julie Nauman as Executive Officer

SACRAMENTO -- The three-member California Victim Compensation and Government Claims Board (VCGCB) today announced the appointment of Julie M. Nauman as the Board’s new executive officer effective July 1.

Nauman currently serves as the chief deputy director for the California Integrated Waste Management Board, where she has served since 1998, the first four years as deputy director. Nauman replaces Karen McGagin, who recently announced her retirement after four years as the Board’s executive officer, capping an 18-year career in state service.

“Not only does Ms. Nauman bring great insight and depth to the position, she also contributes a steadfast commitment to serving the public,” said Board Chairwoman Rosario Marin, Secretary of the California State and Consumer Services Agency. “My fellow board members and I know that her style of leadership will be a great asset to the people of California.”

Board Member and State Controller John Chiang said the Board will look to Nauman to uphold its high standards of professionalism and responsiveness.  “Ms. Nauman’s extensive management experience in both the public and private sectors, and her extensive knowledge and proven track record in state government, will serve the Board well,” said Chiang.

Board Member and San Bernardino County District Attorney Michael Ramos said Nauman’s background fits the Board’s varied portfolio of responsibilities. “Ms. Nauman will be responding to the needs of victims of violent crime, managing a Government Claims Program that interfaces with every other state agency, and continuing the Board’s advancements in technology and business processes,” said Ramos. “Her communications skills and experience working with stakeholder groups will be invaluable.”

Nauman’s public-sector experience includes serving as deputy director and chief deputy director at the California Department of Housing and Community Development from 1984-1990. She also worked in the private sector from 1990-1998 as principle in charge of The Planning Center, a Sacramento land-use and environmental planning consulting firm. Nauman was a consultant to the Assembly Committee on Local Government from 1973 to 1983.

As executive officer of the VCGCB, Nauman will implement the Board’s policies and direct operations of the 300-employee department. Her responsibilities will include planning monthly Board meetings, budgeting, contracts, personnel, Legal Office hearings, and liaison with the State Controller, Legislature, other state agencies and various stakeholder constituencies.

The VCGCB and its predecessors have provided more that $1.7 billion in assistance to victims of violent crime in California since 1965 and responded to government claims since 1911. The Board, a department within the California’s State and Consumer Services Agency, provides oversight for many programs, including the Victim Compensation Program, Government Claims Program, Restitution Recovery Program, Compensation for Good Samaritans, Missing Children Reward Program, claims of erroneously convicted felons, and the California State Employees Charitable Campaign.
